Democracy,
the most successful administrative system the time has ever proved.. That’s the
soul of this blog post of mine. The term ‘democracy’ comes from
the Greek language meaning "rule by the people". The
policy of de-centralization and limited period of power stays foremost in the
concept, which ensures reduced possibility for abuse of the same in personal
interests. A democratic constitution guarantees its citizen, basic
personal and political rights, equality, fair and free elections, and
independent courts of justice. The public interest stays premier in
decision making, and that has to happen in the most judicious and beneficial
manner. These are the values that have made ‘democracy’ one of the favorite and
convenient systems of rule, which gained huge vogue among the
social camaraderie!
India,
the land of mahatma, stays one of the prime most democracies in the present day
world. It sets a parliamentary system of Government where the elected reps stay
acme in decision making. They seek public acceptance each time in every 5 years
and may be, that’s the only time we could see them in their constituency. A
leader could not act like a dictator, here. Though it’s because of nothing else
than the fear for next election, we could proudly say that “we, the people
governs”. Okay friends, let me put a full-stop, or rather a semi-colon with the
theory portions here.. Just like we do while solving mathematics, let’s put
this as “eqn no. 1”. :-)
Here
starts the second half.. Let me start from facebook, the modern democratic
street where the views and aspects of the public is shared. May be it’s
astonishing; still it’s a fact that we could find a cross section of the
society in the facebook. The social networks have proved themselves, their
credentials by invigorating public movements to their zillionth power,
including the wallstreet revolution. In fact, this post of mine is inspired
from such a status in fb. One of my routine fb hours made me curious, going
through the ‘political statuses’ by some of my friends. Apart from the standard
“I hate politics”, “Not interested”, or “Party Name” status, I found youngsters
having broader thoughts and vision on our nation’s tomorrow.. Let me take
Daksha as a common rep as her status matches with the vast majority concept
among youngsters. It says, “politics is rubbish as long as the era of corrupt
and aged politicians continue..” It can’t be blamed as it’s nothing else than
most familiar fact for us. The concept of democracy stays futile in Our
parliamentary system. What happens in practice is far beyond the beautiful
theoretical democracy we’ve discussed in “eqn no. 1”. Here the people
choose who should govern them, that’s it. What happens is, the one who seems
cheating less is elected. The role of people is nothing more than choosing who
should cheat them. It has made the youth fed-up and hardly interested in what’s
happening around, outside Google. The fb status which made me think this much
is that of Hrishikesh, hopefully a nice future pal of mine. He says,
“I
blv in no party politics.. Politics must b ONLY for d welfare of d nation.. Ts
people.. As said by Vivekananda “manava seva madhavaseva” for each nd every
bill 2 b passd in parliament, der should b an election directly.. d law should
b made by commn people.. especially such bills which may affect dem directly
(low cost election techniqs like sms voting.. etc can b adopted)..”
(I’m
sure, U guys won’t go crazy with the spellings, as U are all SMS Maniacs. ) ;-)
Hrishi
has a great point with him. The concept of ‘by the people’ would come
true only when people get their part in legislations and the Government’s
policy-making. As he said, before each important bill is passed, the public
opinion has to be considered. Bills against majority opinion must not get
assented in the houses. The main constraint in such an approach is the
impracticability of conducting elections each time for passing a bill. We can’t
expect the Govt. to ask public to come to polling booths once in a month. For
that too, hrishi suggests a solution. But, SMS voting is hardly a reliable
solution, where the things would go even cheaper than a Reality Show final.
Also, the one with 30 SIM Cards would gat 30 votes. These were not Overnight
thoughts of mine. I used to think on this in my leisure times, intervals etc.
Please don’t book a bed for me at Kuthiravattom, these thoughts just came in
random, that’s it, okay? :-)
At
last, I’ve got a solution of my own. The funny thing was, I got it when I was
getting out from ‘Hotel Krishna’, after my lunch. When I saw a State Bank ATM
just beside the hotel, I felt like “Manassil mattoru Laddu potti!! 8-)” Why
can’t we use ATM’s for the purpose?? The thing Govt. has to do is nothing more
than providing each citizen an electronic ID card, just similar to an ATM Card.
Each such card should be made available with a confidential password. This
task won’t be that difficult as the process of Adhar registration is in
progress. Each time, an important bill is to be passed, it has to be
presented before the public. M.P’s may take their part in elucidating the
merits and demerits of the same to the common man. And, for each poll,
a last date has to be published before which the entire citizen could
vote either in favour or against the bill in their nearby ATMs. It’s
a simple task for the Govt. to create an option of voting in this core-banking
era. The majority decision must be the last voice on the matter. According to
me, through this way, we could ensure a cost efficient as well as ‘DEMOCRATIC’
system of decision making. Hope this idea would be a spark which could bring
about a new meaning to Our democracy. Also, Cheers Hrishi for this awesome
thought! Jai Hind!! :-)
An interesting thought, But I would like to point out that we live in the largest democracy in the world-that is a home to more than one billion population. Keep in mind that even facebook servers hold the information of only 660 million people. So, technologically it would be impossible in the current scenerio for our country to host and manage such a large active database. But, still a novel concept, and maybe plausible in the near future...:)
ReplyDeleteWell presented jithu.
ReplyDeleteBut the essence of the post is far away from ground reality. We cant expect that sort of a democracy! One this is true. Our politicians knew very well that it is impossible.
It sure is a revolutionary idea abhi..sort of practical yes, but loopholes do exist..for eg, if u have seen movies on ATM robbery or heard news about them, forging identity and voting is something which people might resort to and also rural reach will be difficult too..Nowadays most of the polls are taken thru SMS, ya I agree with u on the multiple-sim per person problem, but what percentages of it do u think is actually considered for the final result?? Be it reality shows or public opinion on bills, voting count will be manipulated to a good extent!
ReplyDeleteBut then again, ur spirit to fight corruption and bring in more transparency and meaning to the word democracy sure is lively and refreshing..the voice of a young revolutionary!! ;)
Thanks Sarathu, Manu Uncle & Sri..
ReplyDelete@Sarath: Ya da, that seems a sensible comment. Maintenance of such a huge active database is never an easy task in the current Scenario. But I guess, as the Bank databases keep the entire details of tremendous amounts of data related to transactions by their entire customers, there seems a scope for what I dreamt to come true in the near future..
@Manu Uncle: I'm feeling positive uncle, I know the politicians would try never make this happen, but I believe in the strength of people.
@Sri: Ya da, I've heard of ATM robberies n all.. But, in this era of I-banking & Mobile banking, we are dealing with our financial transactions which are far more risky than what I've told. Also, Internet Security & Cyber copes have began to be active in Our country too. And, to tell about whether they would consider it or not, they are bound to obey the public election result na, similarly election commission has to directly take care of these elections too. And... Thanks di! :-)
1. It's really really making me feel good that you're putting up very good blogposts like this Abhi ;-)
ReplyDelete2. Abhi, actually this blog is way far away from REALITY and PRACTICALITY.
3. Abhi we as citizens are the real culprits ! we're not using our voting righst or other democratic rights as we should be ...
We never actually respond or react to corruption and other social evils.
and the judicial system in our country is the slowest i've ever seen, slower than a leech !!!
Thanks a lot Deepu.. From my very first post, U have been there to read them and inspire me to present my thoughts like these.. Those inspiration and criticisms have helped me find out what I have within myself.. :)
ReplyDeleteAnd to tell about U'r comment, yeah da.. Youngsters today are more interested about what's happening in U.S. The future of India is hardly thought unless they have plans to join politics..
Interesting post! The idea of involving the Aam Admi in decision making is novel indeed, no doubt.
ReplyDeleteIn a state like Kerala where a significant part of the population (generally speaking) seems to be politically aware, such a move may succeed, at least partially.
However, in most other parts of our country, an overwhelmingly large section of people are cut-off from political developments, either by choice or by sheer circumstance. With better human development, this would start looking feasible.
Such a large-scale exercise would need to be worked up from the grassroots, which needs to be given a generous amount of time to take its own course, without getting daunted by subversive movements that are at large.
But as a spark of an idea, this would be truly promising. With adequate research, a more conducive sociopolitical climate, robust implementation and popular participation, this could set right our democratic system.
Great post!
Thanks a lot Chetta.. :-)
ReplyDeleteThat's the apt analysis of this idea with it's feasibility. What we have in Kerala, is the best Socio-Political atmosphere we could find in Our country. We can't expect the same in the remaining majority of states. I believe, this dream will come true, One day.. :-)
And, to tell something personal, 'gamut-of-emotions' has inspired me a lot in blogging.. Cheers! :-)
nice post da!!!
ReplyDeletekeep going....
I dont think this plan will work out...
Hai.. Abhijith.. :) hope u remember me, we hav met already..
ReplyDeletei would like to contribute..
in my opinion, the difficulties in the working of the plan discussed in the blog are lesser than what we think.
1. The problem of creating a new database does not arise at all, since the govt is already having it with the election commission, based on which elections are conducted nowadays, yes.. i meant our identity card issued by EC. why cant we use the data for screening the SMS polling, just like in Idea Star Singer... :), a format should be introduced, (like [EC] space [bill name] space [your vote-favour / against] ). the problem of 'one person having more than one sim, voting more than once', is also solved as he'll have only one identity code. it was a new knowledge for me, that election commission already have all the details available on internet, thus another major issue, which is of making all the data into electronic format is also solved.
2. now, to get it worked, they just hav to link it up, i think it will not cost that much of conducting a single election.
3. i agree with the opinion that, the citizens are real culprits,.... yes, we r the real problem of this country - loyalty is at its least when it comes to one's personal life.
4. so, in order to eradicate the corruption from its root level, i think, - we should make such a 'system' which is fully autonomous, and should not have any kind of human influence in its working. (i know its a little impractical, but still its not out of our dreams..)
Hi Hrishikesh.. Nice to have U here..:-)
ReplyDeleteThis blogpost is dedicated to U. True yar, One day this'l come true..:-)
Intelligent post. It is practicable if all the Indians and the govt take it as a challenge. But for this awareness among the people is important, now a day’s advertisement can play a great roll among d people whether they are educated or uneducated. People have to accept introduction of each bill for each them and not for only those who take part in the constitution.Unfortunatly all people especially malayali will see only negatives in all things. Illiteracy is one of the main problems for the introduction of all inventions, this can b overcome if people realize the importance of their rights....this may take some time.
ReplyDeleteu r 2 articles due etta..... expecting ur post soon!!!
